To help preserve MHPs and assist homeowners, the Oregon Legislature has provided laws to support and encourage the purchase of parks by residents and other 'MHP-friendly' entities such as housing authorities and community development corporations so that these facilities can remain parks for manufactured housing rather than fall to re-development. The Legislature has also worked to create a softer-landing for homeowners displaced by park closures through financial assistance.
In a 2007 report, Service for Manufactured Home Park Residents , prepared for CASA of Oregon, the role park residents is well stated. "In creating a network of services for park residents, the residents themselves should be seen as an active, capable part of the network, and not as passive recipients of services provided by technically skilled others."
MH/OSTA could not agree more. Within Oregon's manufactured home parks are people who can and do work to preserve manufactured home parks and assist homeowners. These MH/OSTA members work to improve their parks, share information with other park homeowners, and advocate for pro-tenant legislation.
